CITY OF ART? Brea has long been known for citrus and oil. But the City Council wants a different image: city of sculptures. . . . Since 1975, the city has forced major developers to include expensive sculptures with each project--which has produced more than 100 sculptures. Developers have been grumbling about their cost--$7,500 minimum now. Recently developer K. C. Chang asked to waive the sculpture for his next condo project. Council members listened to him--then turned down his request.
