NATION IN BRIEF : NEW YORK : Veteran Officer Takes Top Police Job

New York Mayor David N. Dinkins chose acting Police Commissioner Raymond Kelly to remain at the helm of the department. Kelly, 50, a 29-year veteran, succeeds Lee Brown. Kelly is popular within the force, which with 28,508 officers is the largest in the nation. The department is facing a series of crises over recent incidents, including a massive police union demonstration that turned into a mini-riot and disclosures that officers have been caught stealing from crime victims and posing with near-nude models while on duty.
