Claremont : Building Code Enforcement

The City Council approved recommendations by the city attorney and staff to improve enforcement of city building codes.
To discourage repeat violators, the city will:
* Issue a criminal citation when a builder ignores a stop-work order. The citation could be followed by a temporary restraining order, City Atty. Wynne S. Furth said.
* Ask the Municipal Court to increase the city’s bail schedule for citations.
In addition, the city staff is drawing up an ordinance requiring builders who had prior code violations or who received two stop-work orders in a year to post a bond before beginning new construction in the city. The bond would cover the city’s costs in case another violation occurred.
The approved procedures target only builders who repeatedly violate stop-work orders, officials said. “This will apply to less than 1% of people building in the city,” City Manager Glenn D. Southard said.
