LETTER PERFECT: The Postal Service is coming up with a test run of do-it-yourself stamp machines. You weigh your letter or package yourself, the machine tells you the postage due, and you insert that much money for the right stamp. The stamps can be printed for anything up to $99.99. . . . The machines will be installed for one-year tests at eight cities nationwide, two in California. Among them: the Irvine post office at 2206 Alton Parkway, starting Aug. 21.
