Agency Hopes to Spur Housing Market: The Construction Ministry wants to exempt part of home mortgage loans from residential taxes, the Nihon Keizai newspaper reported. The measure will be aimed at promoting home ownership. It dovetails with a government promise to improve the standard of living of Japanese by reducing average home costs to five times average annual income.
