LOS ANGELES : Waste Water Bond Issue Approved for Ballot

The Los Angeles City Council on Wednesday approved a $1.5-billion waste water revenue bond measure for the Nov. 3 ballot.
If passed, the measure would gradually increase monthly sewer service bills from the current $18.30 to $33.86 by the measure’s last year, 2001, city officials said.
The city is under a court order to upgrade its waste water system to protect public health and the environment, prevent overflows and better manage sludge and the reuse of water.
City officials said that failure to approve the measure would result in monthly bills of $39.49 by fiscal year 1994-95 in order to meet legally mandated production schedules. If the bond measure passes, bills would be lower because costs would be spread over a longer period of time.
The measure requires a simple majority for passage. In 1987 and 1988, city voters approved bonds totaling $2 billion to improve the waste water system.
