State Budget Impasse

Since the state Constitution has a deadline for the adoption of a balanced budget each year, the voters should, by referendum, mandate that every day the state goes without a balanced budget a fine of $1,000 be levied against each state senator and assemblyman, as well as the governor, who can and has used his veto powers to override submitted budgets on his pet issues.
These fines would be deducted from their next paycheck for each day the deadline has not been met. Perhaps paying fines for dalliance will get them on the ball doing the job the people elected them to do and the Constitution directs them to follow.
