213=310: The grace period is over. Starting today, if you use area code 213 to call Seal Beach, Los Alamitos, La Habra or parts of Brea, you’ll get a recording telling you to redial and use 310. . . . But why aren’t these communities in area 714 like the rest of the county? . . . Because when 714 was created in 1951, it followed the shape of telephone networks, not municipal boundaries, says a Pacific Bell spokeswoman. “To put all of Orange County in one area code, we’d have to unearth huge sections of our network.”
