Pomona : Mobile Home Rent Rollback

The City Council, by a 5-1 vote, gave final approval Tuesday to an ordinance that rolls back rents in mobile home parks to July 1, 1990, levels and gives tenants the right to seek mediation and arbitration of rent increases.
Councilman Boyd Bredenkamp, who voted against the ordinance at its first reading on April 20, said he supported it this time to avert the possibility of a deadlock, which could have occurred if Councilwoman Nell Soto, who had pressed for stronger controls, had voted against it.
Bredenkamp said he would have preferred rolling rents back to July 1, 1991, but supports the mediation-arbitration system.
In the absence of Mayor Donna Smith, who opposed the ordinance, only Councilman Ken West voted against its adoption.
