The 51-nation Conference on Security and Cooperation in Europe convenes Wednesday in Helsinki to discuss calls for sanctions against Serbia, including a trade embargo and expulsion from the International Monetary Fund.
Serbian guerrillas and the pro-Serbian federal army have been accused of cutting a bloody swath through Bosnia-Herzegovina since a referendum on Feb. 29 endorsed independence for the republic. At least 200 have been killed and 200,000 driven from their homes by the assaults.
Serbia has denied involvement in the fighting.
