SHERIFF CONSIDERED: The Downey City Council on Tuesday will debate whether to commission a study on abolishing its Police Department. Under the proposal, sheriff’s deputies would be hired to save the city money. Mayor Barbara J. Hayden has proposed a study of the issue. The council meeting begins at 7:30 p.m. at City Hall, 11111 S. Brookshire Ave., Downey.
