Gas Company Wins PUC Approval: Southern California Gas Co. won approval from the state Public Utilities Commission to use ratepayer funds to pay for a $10.8-million program to promote natural gas vehicles, the largest program of its kind in the nation, utility officials said. The program will add about 3 cents to the average monthly gas bill of residential customers starting in 1993, the PUC estimated. The money will be used to build 51 compressed natural gas refueling stations in the state, help fleet owners buy natural gas vehicles and finance research, among other things.
