GRIM TALK: Roger R. Stanton, who takes over this year as chairman of the Board of Supervisors, says he prefers “right-sizing” government to “down-sizing” it. But whatever it’s called, county government, already slashing major programs, is in for more tough times in 1992. . . . “Cutting corners and rethinking costs will be more important in ’92 than any year in county government history,” Stanton says in a mini-preview of his state-of-the-county speech.
