NEW HARDHEADS: If you ride a motorcycle in California in 1992, you must wear a helmet. It’s finally the law. But those who forget get a break. . . . Says one CHP officer: “For a few months, we’ll just pull them over and remind them. But by summer, we’re going to really hammer them.” . . . Many claim that the law infringes on personal freedom. But Don Robinson, of Chandler, Ariz., in Anaheim for a recent motorcycle convention, wondered: “How could you people ride these freeways on a motorcycle and even think about not wearing a helmet?”
