The Michigan legislature gave final approval to a bill that would allow Detroit and other Wayne County voters to decide whether they want to increase taxes to build a new stadium for the Tigers. The measure would let Wayne County residents vote on a $17-million tax on restaurant meals, hotel and motel rooms and car rentals to pay off construction bonds.
