PAY UP: For years, county workers have scrambled to grab free parking spots on side streets just north of the Civic Center in Santa Ana. Now, after complaints from residents, those days are over. The city has installed parking meters and given exemption stickers to the residents. . . . “We’re trying to get county workers to use the (new) parking garages by making it more expensive to park on the street,” says traffic official Roger Kooi.
