BARK BARGAIN: What began as a novel goodwill gesture two decades ago has grown into the senior discount phenomenon (E1). . . . Senior citizens get price cuts not only on the big ticket items, such as travel, but lots of pint-size ones too, such as dog licenses. The county and most cities give people 65 and over a 50% discount when they register their dogs. One of the holdouts is the city of Costa Mesa, but Bob Bork, its animal control supervisor, says they’re looking into offering a discount.
