SAN JUAN CAPISTRANO : Council Votes to Join Anti-Gang Program

The City Council voted unanimously last week to enter into a three-city gang-prevention program with San Clemente and Dana Point.
Negotiations are still under way between the three cities and Community Services Programs Inc., a private, nonprofit organization. The cost of the program for the current fiscal year was estimated to be $28,000, according to George Scarborough, assistant city manager.
The CSP program emphasizes working with local schools, Scarborough said.
The city of San Clemente entered the program in January, 1990. The city of Dana Point has budgeted money for the CSP program for the current fiscal year but no decision has yet been made by the City Council.
The gang problem in San Juan Capistrano is historically connected to rivalries with gangs in San Clemente.
