<i> The agreement on Nagorno-Karabakh, which has been in dispute since 1988, stipulates:</i>
Cease-fire and withdrawal of ethnic guerrilla forces by the end of the year, but police and central government troops will stay.
All hostages will be released immediately.
Provisional “working group” will be formed by Oct. 1 to restore order and normal governance.
Both republics will ensure that all those deported from their homes are allowed to return, beginning with fully vacated villages.
Rail and air traffic plus communications will be back to normal within two weeks.
Bilateral negotiations will begin immediately to resolve remaining issues.
