ALOHA, HAWAII: The latest Census Bureau survey of minority-owned businesses shows Orange County has the third highest number of Asian-owned firms in the U.S. but ranks second behind Los Angeles County in sales (D5). . . . The 1987 survey, results of which were released Thursday, shows the number of Asian-owned businesses increased 92% from the previous 1982 survey. Says Dieu Le, president of Nguoi Viet Daily News: “From what I see on the streets of Little Saigon . . . I think the number of Asian businesses is on its way to doubling the 1987 numbers.” Doing Business
