Getting lost in the desert, forest or mountainous areas seems totally incompatible with the existence of present navigational and tracking technologies.
Why not design a small, powerful radio beacon device to be carried on the belt of a wearer (mandatory for Boy Scouts and children), which would only be activated in distress. Costs for the device, when manufactured in quantity, should be minimal. Using satellite navigation systems--they can locate a small vehicle within 50 feet--this would greatly reduce the cost and number of rescuers and equipment.
