James M. Graham has been promoted to assistant district director for finance and investment for the U.S. Small Business Administration’s Santa Ana office. In this capacity, he will supervise credit-making activities throughout Orange, Riverside and San Bernardino counties. Graham was formerly in charge of the SBA’s commercial loan collection and liquidation division in Santa Ana.
