BACK PAY: The Orange County district attorney’s office collected a record $4.5 million in overdue child-support payments in June, ending the fiscal year with an all-time single-month high and an 18% annual increase. . . . A 48% increase in cases filed by welfare mothers triggered the rise in collections, says Dave Himelson, chief of the Family Support Division. But the hike in payments is still only half of what is owed. Says Himelson: “It’s a national disgrace, let’s face it.”
