HIGH COSTS: Orange County employers are paying big bucks for their workers’ health insurance, says Foster Higgins, the Costa Mesa employee benefits consulting firm. Its national survey of 2,000 employers found firms here paid an average of $3,769 for each worker in 1990, compared to $3,217 nationally. . . . Minneapolis paid an average $2,578, Los Angeles $4,196, New York City $4,038. . . . “Orange County is a pretty expensive place to live. Health care is no different,” a Foster Higgins spokesman said.
