World IN BRIEF : SWITZERLAND : U.S., Soviets Still Stalemated on Arms
The United States and the Soviet Union failed to resolve any of the three outstanding disagreements on the Strategic Arms Reduction Treaty after another round of intensive talks in Geneva, U.S. officials said in Washington. The three major issues: the ability of each side to monitor the other’s missile test flights, how to deal with new types of missiles and how many warheads each side could deploy on its missiles. Agreement on the treaty is the last remaining obstacle to holding a summit between President Bush and Soviet President Mikhail S. Gorbachev.
