MOORPARK : Operator of Shelter Faces Sex Charges

A Moorpark man who runs a youth shelter has been arrested on sex charges in two unrelated incidents, the Ventura County Sheriff’s Department reported Tuesday.
Richard Rosenberger, 35, was charged with unlawful sexual intercourse and indecent exposure, and released on $5,000 bail, Detective Bob LeMay said.
LeMay said Rosenberger is suspected of having sexual intercourse with a 17-year-old against her will in February while she was staying at his home, which he operated as a shelter for the Ventura County Public Social Services Agency. The teen-ager did not report the alleged rape to the Sheriff’s Department until May, the detective said.
LeMay said Rosenberger is suspected of exposing himself to a 35-year-old Moorpark woman while traveling along California 23 on May 22.
Rosenberger is scheduled to be arraigned next Tuesday in Ventura County Municipal Court.
