World IN BRIEF : LITHUANIA : Independence Talks Reportedly Blocked

Vice President Ceslovas Stankevicius said the Kremlin has effectively turned down an offer for preliminary talks on the Baltic republic’s bid for independence. The republic had proposed to start negotiations Thursday in the capital of Vilnius. Stankevicius said the head of the Kremlin’s negotiating team refused to meet the Lithuanians for preliminary talks in Moscow because President Vytautas Landsbergis was not present. But the Tass news agency said Lithuania had not replied to a separate Soviet offer of negotiations.
