POLITICAL REALITY: Newly minted U.S. Sen. John Seymour says the economy will be more of a factor than the Gulf War in his election campaign next year. Republican Seymour told The Times on Thursday (A3) that if the recession is still on when he runs, “I might as well pack my bags because people are going to vote their pocketbooks.” . . . The former Anaheim mayor was appointed in January to fill the vacancy created when Pete Wilson became governor. Seymour has to run for the remaining two years of Wilson’s term.
