World IN BRIEF : NORTH KOREA : Discussions With South Canceled

North Korea indicated it is suspending a fourth round of high-level talks with rival South Korea, accusing Seoul of undermining the dialogue by holding military exercises with the United States. The talks were scheduled to begin in the North Korean capital of Pyongyang on Feb. 25. North Korea accused Seoul officials of “turning their back on the hard-won dialogue between the authorities and dreaming of unification by prevailing over communism” by participating in the exercises now under way.
