RICH MEETS POOR: UC Irvine professor Luis Suarez-Villa (D4) says the California-Mexico border region offers perhaps the globe’s most striking disparities between rich and poor. . . . “On the California side of the border, you have some of the wealthiest communities in the country,” says the economist. Irvine, for example, has one of the nation’s highest per capita incomes at $23,155 a year. “No place else in the world can you go . . . from a very affluent, very wealthy area to a Third World country.”
