KEEP MOVING: The budget for widening the I-5 and Costa Mesa freeways includes funds for the Orange Angels, private tow truck operators paid by Caltrans to roam the two roads from 6 a.m. to 7 p.m. Monday through Friday. The Angels provide small amounts of gas, change tires and tow motorists with more serious problems. . . . Last year there were 2,349 tows.
