This may seem like a rather naive solution, but the articles mention how difficult it is to increase the work force due to the salaries involved and the amount of time for training and the amount of paperwork each cop has to undertake, so why not simply allot money to hire secretaries?
This would allow police officers more time to do leg work and respond to crimes instead of being stuck at their desks all day doing clerical work.
