Soviets Seek Oil Ventures With West: The Soviet Union offered a potential 2 billion barrels of oil--equivalent to one-fifth the oil in North America’s largest field--as a lure to attract a Western company into joint exploration ventures. Officials of the Soviet Ministry of Oil and Gas Industry were in Houston trying to drum up interest. The fields to be explored are in the Western Siberia basin, the Volga-Urals, North Caucasus and the Ukraine.
