County Appeals Ruling on Environmental Reports
Attorneys for Los Angeles County have appealed a Los Angeles Superior Court ruling that could stop developers in the county and statewide from hiring consultants to prepare environmental impact reports.
The ruling by Superior Court Judge John Zebrowski could force counties to prepare or pay for environmental impact reports.
Charles Moore, principal deputy county counsel, said he believes that Zebrowski too narrowly interpreted the California Environmental Quality Act in a case involving the 272-unit La Vina housing project in Altadena. The appeal to the 2nd District Court of Appeal was filed last week.
Zebrowski ordered work on the project halted July 30, after ruling that the law prohibits developers from hiring their own consultants to prepare final environmental impact reports.
