U.S. Firms Plan Less Hiring: A Manpower Inc. survey showed that 23% of American businesses plan to boost hiring in the fourth quarter, down from 29% a year ago. But the figures don’t suggest a recession, said Mitchell Fromstein, president of Milwaukee-based Manpower. “In a recession, that number would be 11 or 12 percent,” he said.
