Canceling Egypt’s $7-Billion Defense Debt

We are going to cancel a $7.1-billion debt owed to us by Egypt. They also receive $2.3 billion in aid each year! Can’t they make payments with the aid money they receive?
Israel receives $3 billion each year in aid and Israeli leaders are asking for a major increase!
Where are our leaders getting this money from? The last I heard we are broke and looking to hike income taxes.
