Brewster Morris, 81, a career State Department official who was ambassador to Chad from 1963 to 1965. A specialist in German affairs, Morris served in Berlin before and after World War II. He also served in Moscow, London, Bonn, Montreal, Vienna, Dresden, Stockholm and Frankfurt. A native of Bryn Mawr, Pa., Morris was a graduate of Haverford College and the National War College in Washington. On Sunday in Tiburon, Calif., after a long illness.
