Garden Grove : Pool Halls Will Need Use Permits

Seeking to check the proliferation of billiard parlors and pool halls, the City Council this week passed an ordinance requiring those businesses to get conditional use permits.
The ordinance allows the Planning Commission to revoke the permits if it can be determined that the businesses encourage crime.
The ordinance defines adult businesses and requires that non-adult businesses (such as video rental stores) not devote any more than 15% of their floor area to adult items.
