Consumer Group Challenges Phone Regulation: Toward Utility Rate Normalization (TURN) has petitioned the California Supreme Court to overturn the sweeping new “incentive-based” local-phone regulatory system ordered by the state Public Utilities Commission. The system, which took effect Jan. 1, bases future rate changes by Pacific Bell and General Telephone on a government inflation index and other factors but gives them greater potential for windfall profits, TURN contended.
