WASHINGTON — President Bush announced Friday that he is nominating Dr. Karen L. Gillmor to be director of the Labor Department’s Women’s Bureau. Gillmor, 41, has served as manager of physician relations at the Ohio State University Hospitals in Columbus since 1987.
