U.N. Secretary General Javier Perez de Cuellar accepted Jean-Pierre Hocke’s resignation as high commissioner for refugees amid allegations of financial impropriety, mismanagement and favoritism to Western donor nations. The 51-year-old Swiss national had held the post since 1986. Denmark had called for an investigation of Hocke’s use of Danish refugee funds for first-class air travel at a time when his agency is struggling with a $40-million budget shortfall.
