The World : Bush Assailed on Cambodia

Members of Congress from both parties strongly criticized the Bush Administration for its willingness to accept a Cambodian peace settlement that would include the brutal Khmer Rouge, calling into question how long the United States will be able to maintain its Indochina policy. At a House subcommittee hearing, members questioned why the Administration supports Prince Norodom Sihanouk even though he refuses to bar the Khmer Rouge from a future Cambodian government. An Administration spokesman said that giving the Khmer Rouge a share of power might prevent a civil war that it could win. Maneuvering for power has intensified with the imminent pullout of Vietnamese troops from Cambodia.
