Japanese authorities said they detained two Chinese refugees posing as Vietnamese “boat people” and launched a new policy of rejecting Vietnamese who flee their homeland for economic reasons. Refugees from political persecution still will be accepted under the policy, which begins immediately, said Yoichiro Mizukami of the Justice Ministry’s Immigration Bureau.
