The accounting firm Arthur Young has named three new partners in the Los Angeles area: Reginald G. Harpur, Century City office; Barry D. Schehr, Los Angeles; and John W. Smither, Woodland Hills. Shoichi Oka has been named a partner in the Los Angeles office of Asahi & Co. California, an affiliate of Arthur Young and a unit of the Japanese accounting firm Asahi Shinwa & Co.
