A federal arbitrator has ruled that the largest union at Pan Am Corp. must give the financially ailing airline wage and benefit concessions totaling $21 million, Pan Am said. Pan Am had sought $27 million in concessions from the Transport Workers Union, which represents about 5,900 mechanics, aircraft service personnel and flight dispatchers at the nation’s eighth-largest airline.
