Digging a Ditch at the Border

It may be that we will stop some vehicles with their drug cargoes from entering the U.S. by digging the ditch. The problem to fix, of course, is that of drug demand. I don’t know how to do this, but I do know that part of the solution is to convince drug users that they are too good to do drugs.

An interesting parallel is the problem of drunkenness in the Soviet Union. By reducing the legal supply of vodka, the Soviet authorities hoped to reduce the amount of drinking. No doubt they did, but they now have a shortage of sugar. Better to remove the reasons for the excessive drinking. I don’t know how to do this.
