A Soviet ship left Luanda, Angola, with 975 Cuban troops, completing the first-stage withdrawal of 3,000 troops from Angola well ahead of the April 1 deadline set by a regional agreement, the Portuguese news agency LUSA reported in a dispatch from Luanda. Under the accord signed last month by Cuba, Angola and South Africa, Cuba agreed to withdraw all its 50,000 troops from the southern African nation by July 1, 1991. The troops have been aiding the Marxist Angolan government in its war against rebels backed by the United States and South Africa.
