Leaders of the Palestine Liberation Organization gathered in Iraq for three days of talks on forming a government for the newly declared state of Palestine and to map out the next moves in crucial talks with the United States. Most of the 15 members of the group’s Executive Committee are attending the meeting at chief Yasser Arafat’s home outside Baghdad, PLO officials said. During the talks, Arafat plans to brief the committee on his recent diplomatic drive to win recognition for the state, proclaimed last month in Algiers by the Palestine National Council.
