The Traffic Problem and Some Solutions

In reference to your transportation report, I am one of those weary commuters whose car would be one less on the road if I weren’t an economic prisoner of the school system.
I am a schoolteacher who commutes 23 miles each way from Anaheim Hills to Westminster School District. I would be happy to transfer to a school district closer to my home, but teachers may not leave their district unless they take a pay cut. This translates into about a $10,000 a year pay cut for me.
I propose that school districts permit teachers to transfer to districts closer to their homes without a salary penalty. Perhaps districts could have reciprocity in exchanging teachers who would like to transfer to have their car off the freeway and their peace of mind saved to put to use in the classroom.
