Lee M. Thomas, administrator of the Environmental Protection Agency for almost four years, confirmed that he will leave the agency on Jan. 20, when George Bush becomes President. His announcement made no mention of future plans. Thomas was associate director of the Federal Emergency Management Agency when he was assigned to coordinate the federal government’s 1982 buyout of homes at Times Beach, Mo., a town contaminated by dioxin. He became EPA assistant administrator for the Superfund toxic waste cleanup program in 1983 and EPA administrator in early 1985.
